how did you solve it, i have same issue 3 weeks now, by luck sometime work and many time i receive this when i join the game

any ideas?

all solutions which i tried and provided by Stringer didn't work now

i tried all these:
Firewall Ports TCP/UDP allowed.
Download new XR Source.
Reset/Restart ISP modem like 100 times.
Change server frame from 20 to 40.
Upgrade new graphic card.
Comparability with win 7 --> im currntly using windows 8.1 64it, 8 GB RAM

all newest updates happen for last 3 weeks updated without problem, but when i try download new source from savagexr site and the download for new update started, is failed 2 times during process, when i start update again it connecting and finished without issue . but also the new source which i download it gave same thing
Can you run an own local server?
