Same here; Vista64 bit, running as administrator with UAC (no UAC prompts).
(Incidentally my placed relocator icon showed as a white square one game; restart fixed it so not worth bug regporting but noting it here for posterity :p ) |

You can fix it by right-clicking the Savage shortcut and press properties. Go tick 'run program as adminstrator', apply changes and restart Savage. A Uac dialogue will now pop up, continue to open program.
